Salt decides the specification

Close to the water everything is a corrosion decision. Within a few hundred metres of the beach, salt aerosol reaches every surface the wind touches, and the failures are predictable: mild-steel fixings bleeding rust down a timber soffit, sliding-door rollers seizing in year two, aluminium pitting where a dissimilar metal was screwed into it, and a lock cylinder that stops turning. We specify against that from the drawing stage: 316-grade stainless for exposed fixings and hardware, hot-dip galvanised or marine-anodised frames, powder-coat over correctly prepared substrate, gasketed detailing so water leaves the assembly instead of sitting in it, and no direct contact between metals that do not get along.

Exposed timber is the second decision. A terrace that faces the prevailing wind loses its finish long before a sheltered one does, so the choice is between a dense, durable species left to silver with an annual oil, or a fully protected assembly with drainage detailing under it. The honest version is told up front: this is the maintenance cycle, this is what it costs a year, and this is the alternative if you would rather not think about it. Planting does real work here too, a windbreak of salt-tolerant species on the exposed side protects the building and the garden behind it.

Reserva Conchal and Mar Vista both operate their own architectural rules on top of the municipal process, so a project inside either one runs two approval tracks in parallel. And the Flamingo marina has changed the profile of the whole sector: more year-round activity, more rental demand, and owners asking for houses that work both as a residence and as a rental.

What has to be approved, and by whom

Flamingo, Potrero and Brasilito are in the canton of Santa Cruz, and much of the sector sits inside private communities with rules of their own.

  1. 01Water: AyA, the community system or the local ASADA depending on the development. Reserva Conchal and Mar Vista run their own wells and manage availability for their lots. Outside the condominiums, Flamingo is served by the Brasilito ASADA and Potrero by the Potrero ASADA.
  2. 02Mar Vista, community architectural guidelines and review. The committee reviews the full set of permit drawings, with complete plans, sections and elevations.
  3. 03Reserva Conchal, community architectural guidelines and review. The review fee is $2,000 per submission, on the full set of permit drawings: architecture, electromechanical and structural.
  4. 04CFIA registration of drawings and professional responsibility
  5. 05Ministry of Health, for houses above 300 m² of construction: about 3 weeks, after the CFIA and before the municipality.
  6. 06Municipalidad de Santa Cruz, construction permit. The CFIA review on the APC platform allows about 30 days, and in practice the permit takes 2 to 4 weeks.
Cost

What it costs to build in this sector

The corrosion specification is the line item that separates a Flamingo budget from an inland one, and it is cheaper to pay for it in the drawings than to replace hardware twice. What moves the number here:

  • Distance to the sea: hardware grade, frames, glazing and finishes
  • Wind exposure: timber species, finishes and the maintenance cycle you accept
  • Community review: drawings, fees and the extra weeks in the programme
  • Ocean view: whether the view costs slope, and what that slope costs to build on
  • $2,000 to $2,500 per m², higher when the maritime terrestrial zone setback is involved
  • Ranges can include landscape and pool. Earthworks and retaining walls are priced separately for each lot, and design fees are not included.
